Illowa
ILLOWA CONSTRUCTION LABOR & MANAGEMENT COUNCIL was
formed in 1985 as a non-profit organization to bring
union building trades and management representatives
together to improve labor and management cooperation
in the construction industry and
market the union construction industry in a nine
county area of Western Illinois and Eastern Iowa.
The six Illinois counties include Rock Island,
Henry, Mercer, Warren, Knox and Henderson. The
Iowa counties are Scott, Muscatine and Clinton.
Illowa also works to promote careers and
apprenticeship programs in the construction
industry.
The building trades and contractors work in
cooperation to provide a high quality product to
owners and customers. The strong relationship
between labor, management, and owners has ensured
the success of Illowa's Project Labor Agreement
known as IMPACT. IMPACT delivers high quality,
safe, and cost-efficient projects.
The first IMPACT
project was signed in 1989 for construction of the
Quad City Times facility in Davenport by Estes
Construction Company. Today, Illowa has
entered into over 400 IMPACT Agreements. Repeat and referral
business from satisfied customers is proof of our
ability to consistently deliver quality projects in
a cost-efficient manner.
Illowa's Board of Directors consists of an equal
labor-management partnership. The Board helps
promote union construction and facilitates
cooperation between contractors and the building
trades. Through its Safety and Toolbox
Committees Illowa helps improve construction safety
standards and safety awareness.
Illowa Construction Labor & Management Council is
dedicated to enhancing communication and increasing cooperation between labor and management in the community and the work place.
