ILLOWA CONSTRUCTION LABOR & MANAGEMENT COUNCIL formed in 1985 to improve labor relations between management and the union trades and promote union construction across a nine-county region of Western Illinois and Eastern Iowa. Illowa also works to promote local apprenticeship programs and the rewarding, high-paying career opportunities provided by the union construction industry.
Positive labor/management relationships make a big impact on the community, project by project. Illowa’s IMPACT Project Labor Agreement has done just that since 1989, when Estes Construction built Davenport’s Quad City Times facility as the first IMPACT project. Since then, Illowa has signed more than 600 IMPACT Agreements. We are dedicated to improving our communities by delivering high-quality, cost-efficient results built to last.
The Illowa Board of Directors maintains equal labor and management representation and facilitates cooperation between contractors and building trades organizations. Illowa also helps improve construction safety standards and statistics through its safety and toolbox committees.
The Illowa Construction Labor & Management Council is dedicated to enhancing communication and maintaining mutually beneficial, positive relationships between labor and management in our communities, on and off the job.
