Since the early 1960s, Black Hawk College has been a pillar of community education in Western Illinois, offering a high-quality liberal arts program, vocational training, adult basic education programs and continuing ed programs at their Moline, Rock Island and Kewanee campuses.
BHC is a community college in an even broader sense, as it has heavily relied on local union contractors and tradespeople to build and refresh its facilities. Since 2007 alone, BHC has enlisted the IMPACT agreement for 92 projects.
Just over a decade ago, the Black Hawk College Board of Directors approved significant upgrades to their 50-year-old Moline campus, calling for 30 new or renovated facilities. BHC leaders enlisted the more than 400 local union contractors and 17 trade locals signatory to the IMPACT Construction agreement to modernize their campus for the 21st century.
Highlights include the construction of a brand-new Health Sciences Center (2014); the total renovation and expansion of Building 1 (2017-2019), Building 3 (2023-2024) and Building 2 (currently underway); as well as the construction of new baseball and softball facilities.
Building 3’s $40.8 million renovation includes 12 new science labs, seven science prep rooms, five new classrooms, a new computer lab, a brightened gymnasium for basketball and volleyball, an indoor sports practice facility and a 4,800 square-foot weight training center.
Russell Construction acted as Construction Manager for the new baseball and softball stadiums, the full renovation of Building 3, construction of the new Health Sciences Building and the major renovation of Building 1. They’re also managing the ongoing renovation of Building 2.
More than 100 union contractors and 1,000-plus tradesmen and women have been involved in the rebuilding of both the Moline and Kewanee campuses since the facilities plan was approved more than a decade ago.

The relationship between labor, management, and owners helps ensure the primary goal of completion of a quality project in the most cost-efficient and timely basis.
